This offers no limitation on how big or small the governing body asked about needs to be. In other words, as stated, questions applying to specific towns, villages, provinces, or small polities are not excluded.
However, I wanted to discuss this because it can create issues when getting to a primary source that may not be readily available for tiny polities. For example, this question about Perth Amboy seems way to specific to be answered thoughtfully onthis site. There are references to New Jersey state law and maybe a town website. But as for nuanced issues in small areas, that may not be readily available to answer.
When asking questions about political processes, how small of a polity are we willing to allow?
